The Auditor is the county’s chief financial officer and is responsible for property appraisals, calculating property tax bills, and makes sure county government expenditures follow the law. The Auditor also distributes tax revenues to county agencies, towns, townships, and school districts. The County Commissioners rely on the Auditor’s estimate of annual revenues in preparing the county budget. The Auditor’s office records deed transfers, inspects commercial weights and measures, issues dog licenses and vendors licenses.

 The three County Commissioners are the leaders of the county government. They hold title to all county property, serve as the sole taxing authority for the county, and control county purchasing. They are the budget and appropriating authority for the county and are responsible for setting the budget for every agency, court, and office holder in the county. The Commissioners are also responsible for water, sewer, and trash disposal, annexations, and public assistance programs.

The Board also registers voters, prints ballots, approves petitions and nominating forms, maintains a voter registration list, and investigates written complaints of election fraud. The county Board of Elections is composed of two Republicans and two Democrats who are appointed by Ohio’s chief elections official, the Secretary of State.

Board of Revision

This board, composed of the Auditor, Treasurer, and one County Commissioner, hears appeals from property owners challenging their real property taxes.

Budget Commission

Composed of the Auditor, Treasurer, and Prosecuting Attorney, the County Budget Commission oversees tax rates established by other political subdivisions within the county.

The Building Department issues permits for new building projects and installation of manufactured homes. The Department is also responsible for inspection of new residential construction and existing properties to make sure safety and building code requirements are met.

CSEA provides child support services to families in Brown County and works with the courts in establishing, enforcing, and modifying child support payment orders. CSEA also helps establish paternity for children born out of wedlock, helps in locating absent parents, and assists in resolving payment problems.

The Clerk’s office keeps records of all proceedings of the Common Pleas Court and the Court of Appeals, collects fines and court costs in felony cases, issues passports, and handles foreclosures.

The Prosecuting Attorney is the county’s chief criminal and civil representative in court, and prosecutes criminals in the name of the state. The Prosecutor’s office is responsible for all cases relating to juveniles, including child neglect and abuse, juvenile crime, and traffic violations. The Prosecuting Attorney also serves as legal advisor to all county officials and county boards.

The Sheriff, as the county’s chief law enforcement officer, handles criminal investigations, enforces traffic laws and court orders, delivers subpoenas, and is responsible for administration of the county jail facilities. The Sheriff’s office has concurrent authority with municipal and township police and may contract with townships and small communities to provide police protection.
